Since you have the need to use both a Packaging Unit(Carton) and Transport Handling Unit(Pallet) you may want to consider using a order base with Ship Units. Using Lines limits you from only chosing a Packaging Unit in your case Cartons and does not allow you to define pallets that are associated to the cartons.
