In OTM / GC3 v5.0 and v5.5, the webservices effort was primarily aimed at allowing OTM to function as a webservice client. It appears that the only webservice server functionality is a SOAP version of WMServlet that allows you to send integrations in via a SOAP message, a SOAP attachment or a zipped SOAP attachement.

Keep in mind that there are limitations to the webservice capabilities in OTM - for instance it currently only works on versions of OTM that utilize WebLogic, though I'm sure the capabilities will be ported to other application servers in later releases. Also, webservice is not enabled by default and needs configuration in order to get up and running.
