Under Configuration and Administration > Power Data > General > Log Files, run a search. You should see a log file that corresponds to your user - if not, you can create a new one (log file type = user and
log id = your user name without the domain specified).

In the Log file Details component of the screen, you can choose those elements of the application you want your log file to include. For now, I would add SQL - if you then log out, log back in again and re-run the action from the UI, you should see more details in your log file.

Basically, your issue seems to be with updating the rate record TMS.RF_20080115091805_FSC_BRIL_LTL _ST_20080114_1 but until we dig in to more detail, its hard to nail down the exact error.
