This also applies to anyone that is on 5.0 with a SR less than Oct 06. Keep
in mind that the glog.timezone.properties changes need to be in place prior
to 3/11 if you are dependent on the system for timed based transactions.

FYI - if any of you with OTM/GC3 version 4.5 or below have had questions
regarding the required changes to the OTM glog.timezone.properties file for
