It has been a while since I configured VAT. But I can remember having a huge amount of issues getting it right.

I also have used EXEMPT_EXPORT_LOCAL_SERVPROV. But I could not get it to work for Perspective A. I had to specify S for Sell. Other configurations below:

Goods Location Type - Shipment
Customer Involved Party Quaifier - BILL-TO
Vat Outcome ID - EXEMPT_EXPORT_LOCAL_SERVPROV
VAT Code - VAT_GID
VAT Country Source - Shipment
Priority - 1

Also, VAT Registrations Against your Corporation of the Service Provider.
