OTM will bundle orders based on certain conditions like source - destinations combinations, compatibility checks and then pass those order bundles for rating process. So the the weight limit on the rate offering most likely applied to the shipment rather than individual orders.
Assuming your scenario as assigning shipments to carriers based on shipment weight viz. shipments above 16T go to carrier X and below 16T go to carrier Y, then you have to put a min weight limit for carrier X rate offeirng and 16T as maximum weight on carrier Y's rate offering. Rate offerings w/o any weight limit would be considered valid for any weight. |
