I was trying to use the routing rules in my planning process, but could
not achieve the desired behavior. Below is what I wanted to do:

1. Have two Rate Records between point A and B. These rate records
belong to different service providers (say S1 and S2).
2. For my Ship From Location, I wanted to use service provider S1
always even though the rates of S2 are cheaper.
3. I setup a routing rule at Organization with Location as my Ship
>From location. I have specified the lane in this routing rule and the
service provider S1 has been attached to this lane.
4. Now when I do the bulk planning, the shipment is created with
service provider S2. My preferred service provider is not selected.



I am not able to understand how to achieve this. I would appreciate it
if anybody can tell me what I am missing here. I am at version 5.5.
