I know the business scenario that you are trying to accomplish can be done using Rate Preferences. They allow the system to select the rate for carrier S1 instead of carrier S2 even though S2 is cheaper as long as both of those carriers are the same mode.
This can also be done using Rate Quality Factors, but can have unwanted results if you are performing bulk planning and rate shopping across modes.

Subject: Using Routing Rules
Hi All,
I was trying to use the routing rules in my planning process, but could not achieve the desired behavior. Below is what I wanted to do:
1. Have two Rate Records between point A and B. These rate records belong to different service providers (say S1 and S2).
2. For my Ship From Location, I wanted to use service provider S1 always even though the rates of S2 are cheaper.
3. I setup a routing rule at Organization with Location as my Ship From location. I have specified the lane in this routing rule and the service provider S1 has been attached to this lane.
4. Now when I do the bulk planning, the shipment is created with service provider S2. My preferred service provider is not selected.
I am not able to understand how to achieve this. I would appreciate it if anybody can tell me what I am missing here. I am at version 5.5.
