Right. This idea is in conjunction with the last suggestion in the
previous email. After the parameter is set, this set up does have the
desired effect, and it's done without maintaining Rate Factors.

you would need to turn on planning parameters for OTM to consider rates
at all geo-hierarchies for that to work. OTM out of the box (at least
prior to 5.5) took most specific lane over the more generic.
