To my knowledge, that is correct. The libraries that OTM leveraged in order to support Web Services were specific to WebLogic and weren't available with the other application servers.
There are significant performance, stability and functionality differences between OTM on WebLogic and the new app servers (WebSphere and OAS). This will change in the future, as Oracle is committed to OTM on OAS, but is the current reality.
