did you restart the server? We had that issue and when the cache was refreshed the new decline reason code appeared on the dropdown. Also if you are on 5.0 do you have the January 2007 SR installed? There was an issue with tender decline reason code populating the database... (issue # 5471271 on SR JAN 2007)
