Shipment is not in a state for WKFLW_NOTIFY_FOR_PICKUP

We are trying to tender a LTL shipment that is in status SECURE RESOURCES_NOT STARTED and get the following error message:

Shipment is not in a state for WKFLW_NOTIFY_FOR_PICKUP

Debug WorkflowDetails
Shipment status failure: WKFLW_NOTIFY_FOR_PICKUP requires SECURE RESOURCES be one of [(missing), SECURE RESOURCES_NOT STARTED, SECURE RESOURCES_DECLINED, SECURE RESOURCES_WITHDRAWN, SECURE RESOURCES_NO RESOURCES, SECURE RESOURCES_MAX RETENDERS, SECURE RESOURCES_TENDER RESPONSE OPEN, SECURE RESOURCES_NO RESPONSE]

We bounced the server and we were able to tender. Has anyone seen this error before and understands what it means? If so, how did you correct it?
