Item Specification with tanker cars

Can anybody help me understand how to define a product that goes into a tanker car? I am dealing with liquid products that are shipped via truck tanker (in 6,500 gallon increments) or rail tanker (in 25,000 gallon increments).

Since there is no real packaging for this product, how do I set up the item? Is it a packaed item, a Transport Handling Unit, a Ship Unit? When I create an order release, is it better to use a line item or ship unit specification?
