Relationship between Involved party location and User ID

Order Processing Shipment planning and order processing - including data requirements, line items, ship units, order bases and order releases.

Relationship between Involved party location and User ID

Whenever a user ID is mentioned in "Location - Communication & Remarks Tab", the same location(to which the user ID is attached to) gets listed in the "Involved Party Location" field, in the "involved Parties" tab in an Order release.

Can somebody explain what is the relationship between these involved party location and user ID ?

NOTE: If user ID is not mentioned in the location, then that location never gets listed, when queried at involved party location
