Ignore Capacity Constraint While Bulk Planning

Hi Friends,
I am trying to build shipments using builk plan. I have put a capacity constraint for the lane for which I am making the shipments. Sometimes a case arises that the material to be sent exceeds the capacity of the equipment but still we need to make a shipment and send. These would be sent by getting extra equipment on need basis.
To make this happen, while building shipment through bulk plan, i am ticking the Ignore Capacity Constraint checkbox in the Ignore Contraint page. I was hoping that once this is done, it would NOT honor the capacity constraint but it does.
Do i have to make any other changes in the planning parameter or the properties file to make this funcitonality work?
