We are in OTM v55-CU04.

I'm not using order bases here. Let me try that workaround given by oracle and let you know the results.

Oracle has confirmed that this is a bug: 8774902 - MULTI-STOPS SELL SHIPMENT.
And it is planned to be fixed in CU5 RU7.

However, Order Bundle Bill To Rule still needs to be tweaked. (Refer to Metalink Note 844197.1)
