That error message indicates that your rates are not set up correctly. In particular, it looks like the rating engine cannot find a valid rate for leg 541 (I think you are using a two leg itinerary so not sure whether that is the first leg or the second leg).

Either way, check your rate set up because that is the reason that OTM cannot build shipments.
