Arrow Turn Off Planning Module

Is there a way to turn off the complete planning Module of OTM? I amcurrently working on OTMv 4.5

There's no button where you would turn something on or off in OTM. If you design a process that does not invoke planning to build a shipment then you do not have to worry about an order getting planned. This will require you to create shipments manually or via integration and you also lose a valuable tool in the process. But you're not forced to use OTM's planning algorithm by any means.

In this case the issue is that there is a significant processing overhead during the loading of TransOrder's via XML associated with planning, e.g. looking for substitute locations and refreshing the Order Release Cache. A very high volume of orders need to be loaded each day with complex Agents, so getting ,maximum performance is key.
