Procurement Rates

Has anyone had any success modifying incorrect rates during Bid Round 2?

As I see it, there is no way to effectively increase (decreasing works fine) an incorrect rate to the correct rate that the carrier should have submitted. I have tried working through the User Interface as well as going through the back door, and the answer is no, both ways.

Does anyone have any ideas or suggestions?
