Setting the VPD Profile security restrictions in Database

Could you please tell me if it is possible to set the VPD Profile security restrictions at the Database level.

i.e in case there is a VPD profile for a user role to allow him to view only Buy Shipments, is it possible to set the environment in the database such that when we query the database (through SQL plus or other such tools - not from the OTM front end screen ) on the Shipment Table we view only the Buy Shipments.

Please advice.
