Hi Beth,
AMS, one of our customers, is currently using OTM to plan cross docks. When
you plan a cross dock movement, there will be at least three shipments; the
first incoming shipment to the cross dock, a fictitious shipment for the
internal handling movement of goods in the cross dock and the delivery
shipments.
Besides having to configure rate records for every leg described above you
will need to configure an itinerary where you specify the use of the cross
dock.

would be great if you can provide a slide about scenarios you want to cover.
OTM offers two ways to config a hub.
Classical way is to use the otm xdock functionality. You need to setup a single leg itin , mark the multistop checkbox and assign your xdock location at the leg. The location must have the role of Xdock.
Only this role activities the related xdock functionalities like create handling shipment or define minimum handling time etc.
I would suggest to use USA as source and destination country just for testing and getting familiar with this function.
Then you need to define an inbound rate eg TX> XDOCK , an outbound rate XDOCK > TX..
If you need to create a handling shipment , please mark the corresponding box at the location and use rate offer HANDLING.
I also would suggest to setup a direct rate TX >TX. This enables the system to calculate some saving..

The 2nd way to cetup hub consolidation is to create a multileg itinerary eg USA > XDOCK as first leg, and XDOCK > USA as second leg. You hub location then needs the role of SHIPFROM, SHIP TO..
Handling shipment not possible, rate setup : inbound , outbound as above..direct shipment not possible on multileg itin.
