You can use any middleware that you like to integrate with OTM -- the BPEL Process manager is only required for the pre-packaged Oracle EBS / OTM integration processes.
In fact, most clients using OTM are utilizing custom integration and only a few are integrating with EBS (most are other systems like home-grown, SAP, etc).

Proven, though expensive:
Capable, but complex:
- IBM WebSphere Integration Server
Reliable and less expensive:
- HP Mercator
- Sun SeeBeyond eGate
Inexpensive, though reported to have volume issues:
Newer (capable) technologies, though unproven:
- Oracle BPEL / Oracle ESB
- Active Endpoints BPEL
Cheap, but limited capabilities:
- OTM Python Scripts (included w/ OTM)
