Oracle SOA to OTM 5.5 CU3 - Transmission Staged

I am using Oracle AQ functionality of OTM. From OracleSOA I am sending the XML transactions to OTM using a BPEL Process. This transmission is getting staged in XML_STAGE_AQ in OTM. How can this transaction to be processed?

Any thoughts on this would be appreciated.

When I reprocess this staged transaction it will get processed. But why is it not automatically getting processed is still a question. I have glog.oaq.integration.xml_stage_aq=1 already set.
